While customs clearance is ultimately the buyer’s responsibility, we work closely with you to ensure a smooth experience.

Understanding the Import Process

United States

Key Requirements:

  • EPA Certification: Required for all on-road vehicles and most off-road vehicles
  • DOT Compliance: Safety standards for road-legal vehicles
  • CARB Certification: Additional requirement for California sales
  • CBP Entry: Customs and Border Protection declaration
  • Title/MSO: Manufacturer’s Statement of Origin for vehicle registration

Import Duty:

Motorcycles: Generally 0-2.4% depending on engine size. ATVs: 0%. Electric vehicles: May qualify for reduced duties.

We can provide EPA-certified models and DOT-compliant lighting packages for the US market.

European Union

Key Requirements:

  • Type Approval: EC/EU type approval or national type approval
  • Euro 5 Emissions: Latest emission standards for motorcycles
  • CE Marking: For certain vehicle components
  • COC: Certificate of Conformity for vehicle registration

Import Duty:

Motorcycles: 6-8% depending on classification. VAT: 19-27% depending on member state.

Import Duties & Taxes

Import costs typically include:

Customs Duty

Based on HS code classification and product value. Rates vary by country and product type.

Value Added Tax (VAT)

Applied to the total of CIF value plus customs duty. Rates range from 5% to 27% globally.

Excise Tax

Some countries apply additional excise taxes on vehicles, especially larger engine sizes.

Other Fees

Port handling, inspection fees, customs broker fees, and local transportation costs.

Which export documents can FCDC Motor provide?

Depending on the order, FCDC Motor can prepare documents such as commercial invoice, packing list, contract or proforma invoice, bill of lading or airway bill, and available technical or origin paperwork.

Who pays import duties and clearance costs?

Import duties, taxes, clearance, and local registration are normally the buyer responsibility unless the quotation uses DDP or another written Incoterm that assigns those costs differently.

What should buyers confirm before shipment?

Buyers should confirm HS code expectations, battery or engine rules, certification needs, labeling, age limits, and local homologation requirements before approving production or loading.
